House Speaker Deputy Gary Bodeau (Bouclier - Delmas) said he is "open to dialogue and consensus" when it comes to getting a functioning government put in place. The large coalition of opponents to the Jovenel Moise administration are against a government of consensus and believe the president should resign.

On Monday, July 8, 2019, after a meeting between deputies about a problem related to the administration of the House, the President said he admitted the need for a government in the country. Along with Senate President Carl Murat Cantave (KID - Artibonite), the two have been holding talks with stakeholders and speak confidently about establishing a government of cohabitation.
