The arrest of three individuals, including a current counselor to President Jovenel Moise, is being called for by the government agency, the Ethics and Anti-Corruption Commission (ULCC), for their involvement in one of many of the crimes involving the Petrocaribe fund.

The former Director General of the Monetization Bureau and Development Aid, Patrick Norame, his then-Deputy and current counselor to the president, Serge Philippe Pierre, an administrative director in that office, Evans Laine, are found to have misappropriated government funds according to a report of the ULCC.

The Commission also calls for the arrest of Lucies Adrien for the laundering of the proceeds of the crime. A company Elmitech is recommended for legal prosecution for complicity in the misappropriation.

In 2014, 10 million [HTG] ($100,000 [USD]) was disbursed for the realization of a project to replace the streetlights in, Polo, a communal section of Capotille in the Nord'Est department. "No trace of the street lamps was perceived during the visit of the commissioners of the ULCC", reveal the conclusions of the commission.
