Police Who Brutalized Rape Suspects Convened by Internal Affairs

The Haitian National Police (PNH) confirmed on Friday of having identified and convened three officers of the force, which video on social media showed them brutalizing two suspects, arrested and charged for the rape of a minor girl in Petion-Ville.

Marc Wilkens Jean, spokesman for the General Inspectorate of the PNH (IGPNH) – the internal affairs department of the national police – confirmed to the editorial staff of Vant Bèf Info (VBI), saying over the phone, “all the police officers who carried out the brutalities against the two presumed rapists arrested today were convened at the IGPNH.”

Earlier, City Commissioner for Petion-Ville, Jean Gospel Monelus, in a statement, said he “condemned with the utmost rigor the dehumanizing video of the the two suspected rapists and committed to work with the general inspectorate of the National Police of Haiti to pursue all those involved in the scandal…”

Several videos of the suspected rapists were circulating across social networks through the week and into the weekend. The videos showed the suspects being humiliated and brutalized by the police officers, in a police vehicle and even the police station.

The two men are presumed to be among the several men seen on video who had committed rape against a 16-year old girl in the district of Philipeau, commune of Pétion-ville, in January 2017.
